Steering Council

The Steering Council is the highest governing authority of the Public International Business College Mitrovica (IBCM). It is responsible for ensuring the College’s strategic direction, accountability, and effective institutional functioning.

Composition

The Steering Council is composed of seven voting members:

  • Three members are appointed by the Ministry of Education, Science, Technology, and Innovation (MESTI), selected from individuals with a high public reputation and expertise in fields such as business and entrepreneurship.

  • Four members are elected by the IBCM Academic Council, including at least one representative from the international academic community and others from among the academic staff.

The composition of the Council reflects IBCM’s commitment to multi-ethnic representation and gender-inclusive governance. All members act independently, without representing personal, political, or institutional interests.
The Rector and Secretary General participate as non-voting ex-officio members.

Functions and Responsibilities

The Steering Council holds overall strategic responsibility for the effective operation and development of the College. Its key duties include:

  1. Strategic and Institutional Governance

    • Approves the College’s Strategic Development Plan and oversees its implementation.

    • Approves the annual budget and supervises its execution.

    • Approves the Annual Report of the College, prepared by the Rector with contributions from academic units.

  2. Leadership and Organizational Structure

    • Elects and dismisses the Rector, and appoints or dismisses temporary management structures such as Acting Rector, Vice-Rectors, or other necessary bodies.

    • Decides on the establishment, division, merging, or closure of academic units.

  3. Financial and Administrative Oversight

    • Approves internal regulations for financial management, including delegation of financial powers at the unit level.

    • Monitors the financial management and control system through the Internal Audit Committee.

    • Selects members of the Audit Committee.

  4. Regulatory and Policy Framework

    • Develops and approves its Rules of Procedure.

    • Drafts the temporary statute and basic regulations for the College’s functioning.

    • Approves non-academic internal regulations proposed by the Rector or Academic Council.

    • Approves regulations regarding the modalities, categorization, and compensation of academic staff engagement.

  5. Representation and Communication

    • Represents the College in communication with the Ministry of Education, Science, Technology, and Innovation (MESTI).

  6. Advisory and Monitoring Roles

    • Forms temporary committees to advise on specific issues.

    • Monitors the implementation of the concept document developed for the functioning of the College.

    • Takes positions or decisions on institutional developments and activities.
